Turkheimer starts from an empirical result he takes to be uncontroversial: all behavioral traits are heritable, the effect of the shared family environment is weaker than that of genes, and yet a substantial portion of the variation is explained neither by genes nor by families. Taken literally, these "three laws" seem to hand victory to the nature camp — "Genes matter, families do not". The article sets out to show that this reading is wrong, not because the facts would be false, but because they answer a question (variance partitioning) that is not the question of mechanisms (analysis of causes).
The critical core is the "disconnect between the analysis of variance and the analysis of causes" (Lewontin): this is not a flaw peculiar to behavior genetics, it is the bedrock methodological problem of contemporary social science, made worse by two human conditions — development is nonlinear and interactive, and ethics forbids controlled experimentation. Twins offer a quasi-experimental shortcut to measure the total contribution of genes without knowing anything about the processes.
The third law leads to the "gloomy prospect". Once genes and shared environment are removed, ~50% of the differences among siblings remains unexplained — the "nonshared environment". But when nonshared events are measured objectively, they explain only a tiny fraction (median < 2% across 43 studies) of what the "nonshared" component captures (~50%). Turkheimer's conclusion is that this environment predominates not through systematic effects of nonshared events, but through the unsystematic effects of all events, compounded with the equally unsystematic exposure to them. The same trap, he predicts, awaits the genome project: correlations between genes and behavior will be found, but rarely domains where they cohere into replicable models.
The abstract poses the paradox and the disagreement of the two camps: some critics conclude that heritability is so ubiquitous that it has little consequence for understanding development; some advocates conclude that the family environment is not an important cause. Turkheimer announces a third path: the genotype is a more systematic source of variability than the environment, but "for reasons that are methodological rather than substantive". He warns from the outset that he does not seek to defend the three laws against their exceptions.

Developmentalist critics (Gottlieb) fault behavior genetics for "vague and inconclusive" models of development. Turkheimer grants part of the criticism — heritability per se has few implications for understanding development — but turns the argument around: the problem extends far beyond behavior genetics. Any environmentalist who predicts a behavioral outcome from prior events, hoping to fill in the mechanisms later, runs into the same wall. Causation is interactive: no gene and no event produces an effect except by interacting with others. Twins make it possible to measure the total contribution without knowing its processes — a shortcut unavailable to the rivals.

Plomin & Daniels (1987) posed the question — "why are children in the same family so different?" — and came close to the answer ("gloomy prospect": idiosyncratic events, accidents, illnesses) before dismissing it as too pessimistic. Yet the review of 43 studies (Turkheimer & Waldron, 2000) shows that the effective "nonshared" variance reaches ~50%, but that objectively defined nonshared events explain a median of < 2%. Hence the thesis: the nonshared environment predominates through unsystematic effects.

Turkheimer draws a parallel between the search for individual genes and the failed attempt to specify the nonshared environment through measured variables: in both cases one starts from a source of variance that is statistically reliable but causally vague, and one fails to isolate its processes. His prediction: the domains where the "gloomy prospect" does not prevail will prove rare, and the rarer the more complex the behavior. He ends with a philosophical reversal: the additive effect of genes may be what is predictable about human development — but what is predictable is also what is the least interesting.

It does not say that "environment does not count". It says that the part of the family environment shared by siblings counts little, and that the nonshared part counts but in an unsystematic way. "Unsystematic" is not "nil" — flipping it into "the environment has no effect" contradicts the source.
It does not say that heritability proves genetic determinism. The whole thesis is that heritability (variance partitioning) says almost nothing about the causes or mechanisms of development. "Genes = destiny" is exactly the reading the article fights.
It does not defend the three laws against their exceptions. Turkheimer writes it himself: that is not the article's purpose. The three laws are posited as robust empirical regularities, not as exceptionless laws to be set against a particular case.
It does not provide a homogeneous level of evidence or applicable effect data. It is an epistemic article on the status of the findings, not a source of clinical or educational effect sizes.
